CALIFORNIA RESIDENTS FACE $38.2 BILLION DEFICIT
Grants and Loans Provide Relief to Individuals and Small Business

Many states are facing huge budget shortfalls this year, partially due to the 9/11 calamity and sagging economy. California is facing a 38.2 billion dollar deficit in its budget. Beside the drop in consumer spending and tourism, the state is sorely missing revenue from capital gains on stock options which amount to a
quarter of their total fiscal resources.

In an effort to help stimulate national and state economies, government and private lending institutions are combining efforts to make it easier for people to acquire funds to buy a home, car, consolidate debts or start a new business. 'Now is the time for people to act if you need money for any purpose,' according to Terry Newborn, researcher for Government Publications, a Washington, DC based firm.

In addition, Mr. Newborn announced there are several reduced cost or free benefit programs to help California residents who lost jobs or are economically disadvantaged. For example, dental care, eye care services, prescription plans and legal services as well as unlimited free Internet services to all residents.

Furthermore, HUD Secretary Mel Martinez and President Bush have announced a "Homebuyers Bill of Rights." Some of the nation's largest financial institutions have committed themselves to increasing home buying opportunities for minorities, credit impaired, the
homeless, the elderly, and people with disabilities or subsidized incomes.

"Never before has it been easier to get a HUD guaranteed mortgage loan," Mr. Newborn proclaimed. It's all part of a joint government and banking initiative to revitalize the economy. "Mortgage interest rates are at a 35 year low so right now is the time to start canvassing the housing market for that dream home," Mr. Newborn stated.

Online Support
Each page of the website included searchable help windows containing detailed procedures and screen shots. An interactive tutorial provides a comprehensive introduction and overview of all site functionality. Additional support consisted of online FAQs by topic, a glossary of terms, and a printable User Guide for easy desk reference.

Customer Outreach
An animated overview provided background information and process introduction to help facilitate the transition from the traditional paper-based application method to the newly-developed online application method. The overview explained the new processes from both the grantor and applicant views, and helped make the new online application less intimidating and easier to use.

Grant Agency Training
The Edcomm Group provided on-site training to all participating agencies. Training sessions involved walking the participants through the new site, as well as providing accompanying support materials.

Contact Center
Telephone and email support was provided via Edcomm's fully staffed Contact Center. Contact Center representatives answered questions regarding eligibility, processes, and paperwork using a Contact Center Management system created especially for this project. The management system allowed Edcomm to document each call and track the progress of each contact. He also revealed that several reduced-cost and even free programs now exist to benefit economically disadvantaged and recently unemployed persons. Such programs include dental and vision care services, prescription plans and legal aid.

Government Publications offers a CD-Rom that provides the latest information on the above programs. It covers free grant and loan resources available for a wide variety of purposes, including business start-ups. President Bush declared, "The entrepreneurial spirit in America is healthy. It is a great strength of our country. If you feel like you've got what it takes to start a business, if you want to go out on your own, you think you've got a good product, the country says, we welcome you to do so." This CD Rom includes start-up information on several home-based business opportunities. For example, How to Buy and Sell Foreclosed Properties, How to Start a Profitable Gift Basket Business,How to Start A Cleaning Business and How to Become a Loan Broker.

At a time when unemployment is high, personal income is flat, and college-level education is a requirement for most well-paying jobs, public colleges continue to become less affordable for Washington residents.

A slow economy has caused a sharp drop in college and university state spending. According to The National Center for Public Policy and Higher Education, public four-year college tuition in Washington has increased 13%. The result; a higher cost for higher education

"However, there is money available for the diligent," assures Monica Wheeler author of the new e-resource guide 35 Practical Ways to Get Money for College, "Total state financial aid has been raised from $100 million to $113 million to compensate for the higher cost. These state grants and scholarships offered through the private sector are available to pay increasing tuition cost."

Awards, need and merit based, are usually categorized by geographic location, special interest, or major career fields. "Since criteria are specific, finding the right award can be tedious- but considering the current economic recession, well worth the effort," explains Wheeler. She advises exploring the following options for a productive grant and scholarship search:

1. Guidance Counselor - High School Guidance Counselors are on the front lines with access to information on numerous awards. Start, but don't end your search at their office door.

2. Online Search-The Internet has emerged as a key source of scholarship information. The following are a handful of helpful sites.
http://www.wiredscholar.com Wired Scholar has one of the internet's largest databases of financial aid.

http://www.fastweb.com FastWeb allows you to search 600,000 scholarships worth over $1 billion dollars.

http://www.brokescholar.com The BrokeScholar database matches student profiles with more than 900,000 scholarships worth over $3 billion to find the most relevant and obtainable opportunities. They also feature a personalized deadline calendar.

http://www.collegeboard.com The College Board is a trusted source that offers a search with 2,000 scholarships, internships, and loan programs.

3. Public and School Libraries-While you want to use the Internet for searches; there is a lot of competition. Got to local libraries and check with the reference desk for state government, institutional, and private student aid scholarship directories. Most of the awards listed are duplicated online, but not all. By investing time to thumb through the telephone-directory-sized books you may find one or two the competition will miss.

4. Local Organizations -There is a better chance of winning money from local organizations such as churches, clubs, community groups, and unions since fewer students are likely to apply. Look specifically for local chapters of larger, national organizations that often give money to students living in certain areas.

5. Place of Employment-Employers may also offer grants and scholarships. Inquire at your personnel office. Dependent students should ask their parent or legal guardian to check the availability of awards.

6. Announcements -Keep your eyes open. Take time to read bulletin boards, posters, and articles in newspapers for competition announcements. Some scholarships are episodic and may occur only once.

While there may only be a handful of private foundations in your area - there are literally 1,000's of private foundations and non-profit organizations across America who are ready and willing to send money to those who have a genuine need for it.
We cannot guarantee everyone a free cash grant in the mail. However, it is a known fact that Private Foundations approve cash grants at a much higher rate of approval than getting a small loan from a local bank.
